Treatment by Fogging, PBS or Polyurea

If you want a permanent solution the surface needs to be prepared by sanding, scabbling or other technique that gets rid of the loose material. See link to for Surface Preparation. If you need a temporary solution consider using Polymeric Barrier System (PBS), acrylic paint, and/or polyurea as possible options fix the flaking paint. Oak Ridge recommends using a roof coating "Kool Seal". For the steel towers, possibly use rust doctor if the flaky material is rusty.
