Please read the attached DOE Innovative Technology Report. It contains information that might be relavent to your problems. It is very difficult to decontaminate embedded piping. Oak Ridge pumped a fixative into long runs of piping and it coated the inside of the piping. It was then cut out in sections without spreading contamination. They used a product sold by Instacote called "CC PS 413". They added the fixative at one end and let it drain out the other end.
