fixing contamination inside tanks.

I suggest fogging with Encapsulation Technologies, followed by a coat of PBS, by Bartlett or coating with a Polyurea. If the tank is carbon steel, another means of fixing contamination is the use of Rust Doctor (used to restore rusty cars), that turns the rust into black magnetite and encapsulates all loose contamination into fixed contamination.
